TAMPA, Fla. — During a change of command ceremony in the Middle East, Aug. 11, Maj. Gen. Kevin Lambert turned over command of Combined Joint Task Force – Operation Inherent Resolve (CJTF-OIR) to Rear Adm. Liam Hulin, marking the formal transfer of leadership.

Established in 2014 by U.S. Central Command (CENTCOM) and headquartered in Jordan, CJTF-OIR advises, assists, and enables partner forces in the fight against ISIS in Iraq and Syria. CENTCOM commander Adm. Brad Cooper presided over the ceremony and highlighted the task force’s role in countering terrorism, strengthening partnerships, and promoting regional security and stability. Cooper also commended Lambert’s dedication and leadership.

“I am grateful for his unyielding dedication and sterling leadership during his time in command of CJTF-OIR,” Cooper said. “He has led an outstanding team, at a ruthless pace, across a multitude of dynamic missions over the past year, including CJTF-OIR’s successful transfer of more than 5,700 ISIS prisoners from Syria to Iraqi custody.”

Lambert assumed command in July 2025, making him the 12th commander in CJTF-OIR history. In his departing remarks, Lambert thanked the CJTF-OIR team for their grit and determination.

“It was a privilege to serve during this consequential time in the region,” Lambert said. “I could not be more proud of what the coalition has accomplished.”

Lambert is slated to become the chief of staff at U.S. Army Training and Transformation Command in Austin, Texas.

Cooper welcomed Hulin as CJTF-OIR’s new commander citing his extensive operational experience, vast understanding of the region, and decades of leadership in the Navy. Hulin previously served as CENTCOM’s deputy director of operations.
